From the very beginning California has been considered as the frontier of
North America. The extraordinary diversity of culture, language, climate,
landforms and climate gave a unique distinction to California. It is a
proved fact that this state has attracted men and women from every part of
the world. The Native American, Mexican, Asian, African and European
background gives strength to the state. The 19th District is located in the
Central Valley of California and all or parts of Madera, Fresno, and
Mariposa and Tulare counties. Fresno is the sixth largest city of California
and it has the distinction of being the largest single agricultural county
in the U.S.
Now California has emerged as the seventh largest economic power in the
world. At the same time it has become the most populous state in the Union.
The demographics of California have been dramatic during the last century.
In 1950 the population of California was only 10 million. In other words one
person out of every 15 people in the U.S. lived here. According to the 2000
Census the population of California was more than tripled and reached up to
33.9 million. Then the ratio was changed and one out of every 8 persons in
the U.S. was living in California. According to the experts in demography by
the year 2525 the population of California is expected to grow to 49 million
people.

The Census of 2000 also revealed that no racial or ethnic group forms a
majority in California. The whites were 47 percent, the Hispanic 27 percent,
Asian 11 percent multi-racial 5 percent and African American 6 percent. The
California State Legislature has been divided into two houses i.e. the
Senate and the Assembly. Forty representatives comprise the Senate, which is
also called the upper house. Each Senator represents around 800,000 people.
In the Assembly there are 80 representatives and each representative
represent about 400,000 people. The Assembly is also called the lower house.
The Senators are elected to four-year term and they can only serve for two
terms while the Assemble members are elected to two-year term and are
limited to serving three terms only. The legislative districts are so nested
that two Assembly districts comprise one Senate district.
According to calculations the percentage of non-Hispanic whites voters is 57
percent while all minority groups combined comprise 43 percent. In
California most of the minority group members are Hispanics. The party
affiliation for both the Republicans and Democrats are balanced. Only with a
difference of some votes one or the other win.
In the politics of California Congressman George Radanovich has played a
very vital role and he is still very actively involved in the affairs of
California. He is a Republican and represents California’s 19th
Congressional District. He is currently serving his fourth term in the
Congress. He is a California native and was born on 20th June 1955. His
parents were Croatian immigrants. In 1978 he earned a Bachelor of Science
degree in agricultural business management from California State Polytechnic
University. He got married in 1996 to Ethie, a California political
consultant. Their first child was born in 1998.

Congressman Radanovich is first and foremost a farmer, though his business
background include building, banking and substitute teaching. His knowledge
as a farmer gave him the insight to introduce grape growing in Mariposa. Now
Radanovich Winery produces 4,000 canes annually. He was first elected to the
House in 1994. He served as a County Supervisor before coming to Congress.
At that time he was also the member of and chairing the Mariposa County
Planning Commission. In 2000 Congressman Radanovich was reelected for fourth
term and he received 65% votes. He also serves on the prestigious Energy
Committee, and Resources Committee. He is also the Chairman of the Sub
committee on National Parks, Recreation and Public Lands.
As the president of 74-member, 1994 House Freshmen Class he was able to help
in a way to propel the Republicans to their first majority in Congress in 40
years. His ‘New America’ vision statement was authored and advanced by him
during this period. The principles of New America called for a smaller
federal government with instantaneous reinforcement of society’ core, like
non-government institutions, Religious and Civic Groups, Family and Business
Enterprises. After remaining Vice-Chairman in 1997 he was elected the
Chairman of the Western Caucus in 1998. His job was to promote the quality
of life in small communities through local empowerment, property rights,
sound public land policy and environmental conservation. He did his job with
the help of 60 representatives who were also involved with Caucus. In 2001
he was made the Chairman of the National Parks subcommittee.

The other candidate Patrick Lee McHargue is also very actively taking part
in politics of California. He was born on 5th September 1958 in Great Falls
Montana. He received a BS degree in Electric Engineering, in 1982 from the
University of the Pacific in Stockton, California. In the beginning his
occupations were Consulting engineer, Computer applications instructor and
he was also a partner in an engineering startup. He was affiliated with a
number of institutes and associations.
In 1992 he became a candidate for Congress in the 4th House District from
the Libertarian Party. He was involved in supporting many tax cutting ballot
initiatives. He also actively took part in “Fight the Fee” in Tuolumne
County. He also supported the educational choice initiative in California.
Both the candidates know the value of media and used very effectively. Their
performance and services for the community made it very easy for the people
to convince that they were the right candidates for them.
