Under such circumstances, only a responsible and strong minded person with
determination can not only be given the parachute but also be authorized to
handle the situation according to his perceptions and judgment.

Now as Tom is a policeman and has been given training in para trooping and
how to handle these types of situations, he must be considered, and be given
a parachute so that he may save lives of those abroad. He would be much of
the use to the other passengers in assuaging the situation and maintaining
calm in the aircraft by saying that he knows how to handle the situation.
This will help a great deal as in these situations even the toughest soul
loses heart. As he is trained to control his emotions in these kinds of
situations people would be expecting him to guide them. So if he were given
the parachute, he would instantly tell others how to use it when they would
fly in the air.
He could team up the passengers in twos so that the two people are going to
share one parachute. He can ask them to pair up and tie them to the
parachute. He can do this only if he has the surety that his life is not in
danger and that he can take the risk to fly last.
As the time is short, so he must act faster and assist every one in jumping
off the plane. At this also his nerves are required to make people
understand that to survive they have to jump off. Some people might resist.
At this he may force them to jump off the plane. Once in the air, their
survival instincts would compel them to open the knot of the parachute.
Tom would also be likely to help the pilot, because he cannot jump off until
every passenger has. He has to be in his seat. So Tom would assure him of
his assistance and could pair up with him in the last jump.
In this panic situation, when time is so less and lives are at stake, one
can only survive if either he has the training or guts. However, any one can
lose control under these circumstances, even policemen. But there is more of
a possibility that they do not. And besides, every person has a right to
survive policeman or not. This is precisely my point of view. When policemen
are being trained, their first lesson is to save the lives of others at any
cost. This is ingrained in their minds as an emotion of red alert. When this
happens, it becomes their very next nature to act accordingly. And trusting
them in these sorts of situations is the only logical thing one could think
off.
